The England Standards Board ESB was established in 1997 with the support of FCDL. ESB is an independent company limited by guarantee and elects its directors every year. ESB and FCDL undertaken collaborative pieces of work and where appropriate each organisation will involve the other in particular projects - for example the mapping of community development learning in London and Yorkshire, the development of the City and Guilds level 4 programme, and the sector skills agreement currently being negotiated by LLUK.
