The England Standards Board for Community Development Learning and Qualifications (ESB) tries to ensure quality in the standards of community development learning programmes through our endorsement of programmes and our support to the development of new learning and qualification programmes.
Over the past few years we have become increasing aware of a number of recurrent issues and problems that impact upon the viability and availability of quality community development programmes and qualifications. A common theme that seems to link the issues we are seeing can be related to the professionalisation, or lack of it, in community development. We know that it has been raised through the current review of the NOS. We have drafted this paper to contribute towards the discussion and to try to find ways to resolve this issue for the field.
We are writing for an English perspective and from our experience in community development learning and qualifications because that is our remit. We would like to gather the perspectives from community development practitioners from across the UK so we can see what is common and what is specific, and to understand some of the other issues that you feel are related. We would like to be just a part of a wider coalition that takes up these issues and finds ways forward.
So we would appreciate it if you could read the briefing paper.

1. Do you think this issue is important enough to spend some time and energy on exploring?
2. What process would you like to see develop that would enable all of those interested in the field of community development to discuss these issues – eg regional workshops/ national events????
3. The issues that are relevant to your situation that are different for those identified by the ESB and any other thoughts comments you have.
